Tom Glenn, has recently posted an excellent article on the TQM BBS (301)
585-1164 (in the CQEN file area).  The article: "Quality in the Community:
One City's Experience" by George Box, Laurel Joiner, Sue Rohan and Joe
Sensenbrenner; was written in 1989 about the experience in Madison, Wisconsin
and the creation of the Madison Area Quality Improvement Network.  I believe
the article is must reading for those interested in Community Quality
efforts.
