Leadership Dialogues

"A Conversation on Performance Measurement"

Because of the hesitancy of people to resume flying and the uncertainty about whether or not we could get enough people to participate in our Leadership Dialogue event, the Government Division is canceling the Leadership Dialogue on Performance Measurement scheduled for October 7th in Baltimore .

We may reschedule it later in the Washington D.C. area or simply make it part of the event we are planning in Vancouver B.C. in early March of next year.

I am told by ASQ that they are automatically making refunds to those who have registered . . . please contact Barry Crook at RBCrook@dol.wa.gov or 360-902-3610 if you have any difficulty in receiving your refund.


On Sunday, October 7th, at the Marriott Inner Harbor Hotel in Baltimore Maryland, the Government Division of ASQ will sponsor the first in a series of Leadership Dialogues. This inaugural event will be “A Conversation on Performance Measurement ” with our dialogue facilitators:

  • Hon. Maurice McTigue, Distinguished Visiting Scholar, Mercatus Center at George Mason University and former Cabinet Minister and New Zealand Ambassador to Canada
  • Camille Cates Barnett, Ph.D., Managing Partner – Public Strategies Group Washington D.C. and NAPA member and fellow
  • Art Daniels, Asst. Deputy Minister, Ontario Public Service, Restructuring Secretariat, Province of Ontario
  • Matthew J. Ceppi, Quality Improvement Consultant, California State University

This event will be by invitation ONLY in order to limit attendance to no more than forty people and ensure a more intimate setting where real conversation takes place – not just a speaker talking to a room full of conference attendees. Our conversations will cover:

  • the work of federal agency leaders in applying the principles of results-based management
  • the challenges for all public sector managers in ensuring more open and transparent government, rewarding improved performance and enhancing capacity for effective decision-making
  • the use of performance measurement by senior executives in the development and monitoring of strategic planning
  • use of customer service standards to create a “customer-centered government” and drive changes in service delivery processes
  • how one government jurisdiction approaches the use of performance measurement, including the tools they use to manage the development, analysis and use of metrics

Sure, there will be “presenters” – and they will probably have a set of PowerPoint slides to use – but they will really function as facilitators of a dialogue about the topic of the day. The audience – and the conversation that comes from our audience – is more important than the talking head who will catalyze the conversation.

About Baltimore . . .

BaltimoreBaltimore can be found in the mid-Atlantic region of North America just off the Chesapeake Bay along the Patapsco River estuary. Today, Baltimore's claim to fame is the waterfront. Lord Baltimore and King Charles had a different vision perhaps in the early 1700's, but the devotion to what nature produced is still alive and hopefully as appreciated today by residents and visitors alike.

Strange as it may seem, both the Star-Spangled Banner and Babe Ruth were born here. Edgar Allen Poe died here and H.L Menken and the Duchess of Windsor lived here. Baltimore has a number of firsts: the first railroad, the first telegraphic communication, the nation's first Catholic cathedral with the first archbishop and the first synagogue in Maryland.

Sometimes referred to as Charm City and Crabtown, fondly referred to as the Clipper City, still it can not be denied, we are the great sporting home of the Baltimore Orioles and some new birds, the Ravens.

Baltimore is a college town with its own website to prove it. It is also a museum town with the Walters, the Peale, the Baltimore Museum of Art, the Railroad and the Museum of Denistry.

As an added bonus, persons invited by the Government Division to attend the Leadership Dialogue will also be permitted to register for the 9th All States Quality Conference, which begins on Monday, October 8th at the Pier 5 Hotel in Baltimore.
