ÉÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍ» º Tom Glenn's Biography º ÈÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍÍͼ Tom Glenn worked for the federal government for thirty-four years. Most of that time he was a manager; from 1980 to 1992, he was an executive (SES). For the first half of his career, he was a Vietnam specialist. From 1962 to 1965 and again from 1974 to 1975, he was posted to Vietnam, first for the Office of the Secre- tary of Defense, later for the State Department. At the conclusion of his last tour, he was evacuated under fire during the fall of Saigon. He also worked for the National Security Agency, where he completed his federal career as Director of Quality. Before that job, Tom was a Quality Executive with the Federal Quality Institute (FQI). While there, he conducted over 90 seminars in Total Quality Management for federal executives assigned to 46 different agencies and departments and spoke at national conferences on both coasts. Earlier he was Director of the interagency Future SIGINT Capabilities Study (FSCS) while on a special assignment to the Director of Central Intelligence. Prior to that, he was Dean of the Management Department in the National Cryptologic School. A graduate from the University of California, Tom received a Master of Arts in Government and a Doctorate in Public Adminis- tration from The George Washington University. He also did graduate work in French and Chinese at Georgetown University, graduated from the Defense Language Institute in Vietnamese, and attended the Federal Executive Institute. Since 1988, he has pursued intensive study of Total Quality Management under Deming, Juran, Imai, and others; spent time at Xerox, Corning, Florida Power and Light, 3M, IBM, Air Force Logistics Command, and Motorola for the same purpose; and studied communications and executive presentations with Peter Giuliano in New York. Tom received the following awards for his work in government: The Army Commendation Medal; Medal for Civilian Service in Vietnam; the Meritorious Civilian Service Medal; a Special Award for Unique Contribution to the Development of Future Leaders; and an Achievement Award from the Intelligence Community. The FSCS which he directed was given the DCI Unit Citation. Since 1982, Tom has conducted executive development workshops, leadership seminars, and seminars in ethics, planning, and Total Quality Management for the Federal Executive Institute, the Federal Quality Institute, the U.S. Navy, the U.S. Corps of Engineers, NSA, the Central Intelligence Agency, the Department of Veterans Affairs, and other agencies. While at NSA, he taught executive seminars in Total Quality Management and acted as a facilitator and consultant to a variety of organizations. He is regularly invited to address professional and academic conferences on leadership. In recent years, these have included the American Anthropology Association, FEI Executive Development Days, the American Association for the Advancement of Science, and a conference jointly sponsored by the President's Council on Management Improvement and the American Society for Public Administration. In 1991, he became a Quality Prototype Examiner under the auspices of the President's Council on Management Improvement. He is also a guest lecturer in Total Quality Management graduate studies at the Applied Physics Laboratory of Johns Hopkins University.
